It's not just the high spending. It's the high spending on guys who didn't even get the qualifying offer. Wow.

Theses guys need to send LeBron, Steph, and Kobe some nicely written thank-you cards for putting the league in this financial position.

Based on the first couple days one thing is clear that these GMs in the East know Playoffs and even a Top Seed are up for grabs and they sure are splashing the $$$ . Some of the moves are puzzling but the opportunity to contend or make some noise is there and these guys all seem willing to gamble

I thought Utah could get more than a second round pick for Burke.
Nets signed Tyler Johnson for 4yrs/50mil. He had a good season (or two) for Miami but ended it with and injury. If he's healthy it's only a slight overpay IMO, but you have to do it if you're Brooklyn.

I think the first two years are super cheap, like 5 million, then it jumps to 19 million in years 3 and 4

You're right. I think this is because he hasn't been in the league long enough, so teams are limited in what they can offer him in the first years (wasn't this also the case with Houston and Lin?). Is cap hit every year the same as the actual contract? I think I remember reading something about this where the cap hit is average salary per year if he is traded, but not otherwise. Or vice versa :D

Yes. The Gilbert Arenas rule. If he stayed with the Heat the cap hit would have been averaged out but with the Nets the hit is the hit I believe.
