I believe so. There were analytics guys this summer saying exactly this, that his ceiling is CJ McCollum.

I saw the tweet and responded that very soon CJ McCollum is going to wish his ceiling was Devin Booker.

I heard it on a podcast with some talking heads. And I think the analytics went as far as glancing at the fg% and never watching a game.

Very much sarcasm. Booker is going to be a superstar if he continues on this trajectory.
At some point, he will level off and just be who he is. However. If he just maintains his present level of play (this year), he will be considered a star/superstar player. I would have no problem building around Booker as the player he presently is at this moment.

It was a really awesome Booker performance; one of the best games of his career. And it was just fun to watch him do it. The league has taken notice. Even the opposing crowds have to start cheering for him.

One of the best signs I see from Booker is that even when he has a hot game, he still passes the ball and looks for his teammates. He sometimes rushes up a shot or two, but overall he doesn't go into tunnel-vision Kobe mode and start ignoring open shooters and teammates. I'm glad he shows this kind of leadership by example.

agree
he doesn't need trajectory to make it, he just needs some longevity
but there is every sign that there will, indeed, be trajectory
he's got the fire in his belly, he can lead, and he shows he can learn
his ball handling and passing abilities are improving
and with the right coaching and his excellent footwork there is no reason he can't be a good defensive player
