If you read the study paper, it certainly doesn't say what that article says it says. I am not sure whether or not it is racist, but that article about the paper isn't a rationale interpretation of the paper.

Haven't read the study paper but I have read Freakonomics, and that is the gist of that particular author's argument.

What is probably more interesting is that there are new studies out that link crime rates and reduction thereof to reductions in the use of lead in gasoline and in paint. It even aligns closely in certain areas were the paints were still used having higher rates of crime.
