During a news conference Thursday, Hillsborough County Sheriff Chad Chronister said Operation Takedown was launched to combat the sex trafficking crimes that spikes during major sporting events.
Tampa is ranked 12th in the country for the number of calls made to the National Human Trafficking Hotline at 1 (888) 373-7888. And Florida has the third-highest rate of human trafficking cases reported in the country, according to the FBI.
"Here in the United States, both U.S. residents and foreign nationals are being bought and sold like modern-day slaves," according to the FBI.
The FBI said sex traffickers use threats of violence, drugs, manipulation and false promises to exploit vulnerable people to work as prostitutes.
Chronister, who led several sex-trafficking operations prior to the Super Bowl in Tampa Feb. 7, said the johns who pay for sex are just as responsible for the flourishing sex trafficking trade as the pimps who sell vulnerable women and teens, both boys and girls.
From March 30 to April 9, Chronister said undercover detectives posed as prostitutes on chat lines, at hotels and on the streets, yielding some surprising arrests.
Among those arrested were 39-year-old Earnest Benjamin, a pastor at Breath of Life Worship Church in Tampa, and 39-year-old Christopher Ray, a girls' basketball coach at Land O’ Lakes High School.
"Both of these men, trusted and revered members of our community, were arrested for soliciting another to commit prostitution,” Chronister said.
The sheriff said another man, Jason Brooks, 44, of Tampa, was arrested after he responded to a decoy prostitution advertisement. Chronister said he believed he was going to pay for sex with a 17-year-old girl.
Also arrested was Jamel Muldrew, 32, of Houston, Texas. Chronister said Muldrew brought a 17-year-old to Tampa when Wrestlemania came to town to use for sex trafficking.
In addition to one count of human trafficking, Muldrew faces charges of transporting for prostitution and deriving support from the proceeds of prostitution.
Two other underage sex trafficking victims were rescued as well, he said. The An additional two victims were recovered as a result of "Operation Takedown." The national sex trafficking awareness and advocacy group, Selah Freedom, is now providing the victims with assistance.
"This operation helped rescue three females from the perils of human trafficking," Chronister said. "Unfortunately, the only thing wrong with this number is that we know there are more victims. I want to remind everyone that if you see something, say something. By reporting anyone you think may be a victim of these heinous crimes, you could be saving a life."
Also nabbed during Operation Takedown was Rusty Harden, 41, of Tampa. A registered sex offender, Harden was charged with multiple felonies after Chronister said he sent explicit messages and photos to an undercover detective he believed was a 14-year-old girl.
Chronister said Harden traveled on foot to meet the teen girl only to be greeted by detectives. He is one of four men charged with traveling to meet a minor after using a device to solicit illegal acts.
In addition to sex trafficking charges, Earnest Benjamin, 39, was charged with two counts of contributing to the delinquency of a child because he had his two small children in the car at the time he was “soliciting someone for the acts of a sex trade," Chronister said.
Partnering with the Hillsborough County Sheriff's Office on the sex trafficking sting were the Orange County, Pasco County and St. Johns County sheriff's offices, which arrested men located out of the Hillsborough County sheriff's jurisdiction. The Lakeland Police Department and Cape Coral Police Department also made arrests while DeliverFund, a national nonprofit group dedicated to ending human trafficking, helped law enforcement locate men who participated in sex trafficking.

COLUMBUS, Ohio (WDTN) — Ohio Attorney General Dave Yost Friday announced the success of a Central Ohio human trafficking operation that took place April 14-15 in partnership with federal, state and local law enforcement.
The AG’s office said Operation 614, coordinated through AG Yost’s Ohio Organized Crime Investigations Commission, encompassed more than 20 law enforcement agencies and nongovernmental partners to address issues that fuel sex trafficking in central Ohio.

“Operation 614 is the latest in a long series of efforts to push back against human trafficking in Ohio,” Yost said. “I am so proud of our law enforcement partners, who with their boots on the ground, made this operation a success. We all look forward to that day when no person is bought or sold for sex in Ohio.”
The operation, carried out in Columbus and surrounding suburbs included:
Identifying victims of human trafficking and referring them to social services
Apprehending those seeking to have sex with a minor
Arresting male johns seeking to buy sex
In total, 53 victims were identified and referred to services and 93 arrests were made.
Yost said for the first time in Ohio, those seeking to purchase sex were charged with engaging in prostitution, a misdemeanor of the first degree. This charge was created under House Bill 431, which became effective on Monday, April 12. Under the new law, an offender will be required to attend an education or treatment program aimed at preventing a person from inducing, enticing or procuring another to engage in sexual activity for hire.
During the operation, the Central Ohio Human Trafficking Task Force and police departments from Columbus, Dublin, New Albany and Westerville worked collaboratively to identify victims of human trafficking. Victims were linked with advocates and social services provided by the Salvation Army.
“Human trafficking is a heinous crime and a morally reprehensible act that deprives a person of their liberty and dignity for another person’s gain,” said Sgt. Dana Hess, Director of the Central Ohio Human Trafficking Task Force. “The task force strives to establish a relationship of trust with all victims and is committed to eradicating all forms of human trafficking in Central Ohio.”
The Franklin County Sheriff’s Office’s Ohio Internet Crimes Against Children Task Force (ICAC) targeted and apprehended those seeking to engage in sexual activity with minors.
“Operation 614 illustrates both the need and tremendous benefit of working collaboratively with our stakeholder partners,” said Franklin County Sheriff Dallas Baldwin. “I am inspired by the commitment of the investigators who tirelessly pursue justice for these offenses. The communities we serve are safer today due to their dedication.”
Columbus, Grove City, Hilliard and Reynoldsburg police departments targeted the demand side of human trafficking as part of the operation as they apprehended individuals seeking to purchase sex.
“We recognize the toll these types of crimes take on our community and are fully supportive of investigating and prosecuting suspects, while at the same time assisting in seeking recovery resources and support for victims,” said Reynoldsburg Chief Curtis Baker.

Former Oregon House Speaker and current Clackamas Community College board member Dave Hunt was cited by Portland police in an undercover sex traffic sting operation in April.
Contacted by the Portland Tribune on Monday, May 3, Hunt said, "I don't think I should talk about that."
Clackamas Community College announced several hours later that Hunt was taking a leve from the board.
As a legislator, Hunt was one of numerous sponsors of a bill criminalizing sex trafficking in 2007. In 2011, he also voted for HB 2714, that bill created the crime of commercial sexual solicitation, the crime for which he was arrested and cited.
The Portland Police Bureau issued a press release May 1, saying its Human Trafficking Unit had cited eight men in an operation conducted in April. Officers posted online decoy ads on known human trafficking websites, and the subjects who "contacted undercover police officers to arrange payment for sexual acts" were criminally cited on the charge of commercial sexual solicitation.
The release did not name those cited, but said the list was available on request. The Portland Tribune requested the list and received it Monday morning, April 3. It included "53-year-old David Hunt of Milwaukie."
Reporters at the Portland Tribune then requested and received a portion of the police report. The suspect has the same full name, date of birth and home address as the former speaker and current CCC board member. It said he was arrested and cited on April 28 by two Portland police officers at a Ramada Inn in Southeast Portland.
A Democrat, Hunt served as state representative for District 40 of the Oregon House of Representatives, representing Clackamas County from 2003 to 2013. He was elected Oregon House majority leader for the 2007-2009 session and served as speaker during the 2009-11 session.
After leaving the Legislature, Hunt served as president & CEO of the Pacific Northwest Defense Coalition for five years and as senior vice-president of Strategies 360 for three years. He currently serves as president and CEO of Columbia Public Affairs, where he is also a registered Oregon lobbyist.
According to the police bureau, the Human Trafficking Unit is one of its oldest units. It added two additional detectives along with an additional sergeant and four officers in 2020, giving it the investigative capacity to follow up on felony-level Measure 11 crimes while simultaneously conducting rescue missions for victims of trafficking and affecting the demand side of trafficking by conducting periodic buyer suppression missions.
Due to both COVID-19 restrictions and months of nightly civil unrest, the unit's work was severely curtailed for most of the year. Its operations included six surveillance missions, 100 hours of remote review surveillance, two buyer suppression missions, and four rescue/trafficker suppression missions.

FRANKLIN, Indiana — Police arrested eight men in a child solicitation sting taking place in Franklin, Indiana.
The Johnson County Sheriff's Office, Franklin Police Department, Morgan County Sheriff's Office, Martinsville Police Department, and the Johnson County Prosecutor's Office conducted a joint sting called "Operation Guardian" Tuesday.
Detectives posed as children younger than 14 in online chat rooms, and the men made plans to meet with them to solicit sex. According to the Johnson County Sheriff's Office, there were even warnings from others in that chat room that police frequented the room to pose as children.
Still, the men arranged to meet with them, then were arrested when they arrived at the agreed-upon location. They were transported to the Johnson County Jail.

Driving while suspended
Police say children are regularly being targeted in situations like these, and encouraged parents to monitor their children's internet use.

CASPER, Wyo. — Officials say that a sting operation that resulted in the arrest of a former Democrat state legislator happened as the culmination of a law enforcement training on human trafficking.
Sweetwater County Sheriff’s Spokesperson Jason Mower says that that the training was sponsored by Sweetwater Against Trafficking, a countywide organization, and Uprising Wyoming, a statewide organization.
“They put on a human trafficking investigation training for law enforcement,” Mower said. “At the end of this training they conduct an actual live operation. A human trafficking operation that targets human trafficking and sex trafficking buyers.”
The training; which was attended by Sweetwater County law enforcement, as well as agencies from across the state; began on Monday April 26, 2021 in Sweetwater County, and concluded Thursday. Arrests from the live operation were reported on by news website Sweetwater NOW Friday morning.
Four adult males were arrested on April 29, 2021 with recommended charges of Soliciting Prostitution. Among the individuals listed was John Hastert, a former state legislator for Sweetwater County.
Hasert, identifiable in a Sweetwater County booking photo, served in the Wyoming House for District 39 from 2003 through 2006, and in the Senate for District 13 from 2006 until 2018.
Wyoming State Statute defines Soliciting Prostitution as when “a person knowingly or intentionally pays, or offers or agrees to pay money or other property to another person under circumstances strongly corroborative of the intention that an act of prostitution be committed.”
Soliciting Prostitution is a misdemeanor in Wyoming, punishable by imprisonment for not more than six months, a fine of not more than $750.00, or both.
All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Sweetwater County District Attorney’s Office.
Hastert was also booked on a recommended charge of Interference. Mower tells Oil City news that the Interference charge was a result of an alleged physical altercation between Hastert and law enforcement, at the time of his arrest.
Interference is also a misdemeanor.
Multi-country Interpol human trafficking operation

An Interpol-led crackdown on human trafficking and migrant smuggling saw authorities in Africa and Europe rescue 500 human trafficking victims including children and identifying 760 irregular migrants.
Operation Weka (“Stop” in Swahili) was carried out from 28 March to 2 April. Authorities from 24 countries representing source, transit and destination locations processed investigations and exchanged intelligence to dismantle criminal networks behind key routes.
Co-ordinated by Interpol’s Vulnerable Communities unit, Weka saw 195 arrests – 88 for human trafficking and 63 on smuggling charges. The remaining arrests were on charges including document fraud, theft, drugs-related crimes and environmental offences.
The joint operation was supported by a number of partners, with the International Organisation for Migration (IOM) taking a leading role in victim assistance. The UN Office on Drugs and Crime (UNODC) provided judicial support and intelligence was generated by AIRCOP, Europol and the ROCK – AU-Horn of Africa Initiative on Human Trafficking and Migrant Smuggling.
The Lyon, France headquartered police organisation listed seven highlights including a South African contribution.
South African police raided a blanket factory on the Gauteng East Rand, arresting five Chinese nationals and rescuing 17 Malawian victims, who reported working 15-hour days without food or breaks. They were reportedly confined to a warehouse, where they slept on the floor and suffered physical abuse
Morocco hosted the operational co-ordination unit and made 49 arrests, linked to migrant smuggling. Acting on intelligence from Morocco, Spanish authorities arrested two smugglers known to facilitate transport of irregular migrants from Africa using rigid inflatable boats and trucks. Sudanese police rescued 100 victims and arrested, including traffickers attempting to take victims to the Middle East and individuals exploiting children in a plastics factory.
Highlighting inter-continental trafficking and smuggling routes as bi-directional, police in the Democratic Republic of Congo (DRC) freed 29 Lebanese, Syrian and Jordanian trafficking victims exploited by a construction company. Their passports were seized by their so-called employer, who did not pay them.
Kenyan and Ugandan police joined efforts following the discovery of a 10-year old girl trafficked to Kenya for forced labour in a family home. Investigations in both countries led to the arrest of three traffickers in Uganda, allegedly masterminds of a network trafficking vulnerable young girls to Kenya.
Airport authorities in Athens were alerted to a suspicious-looking volleyball team. Dressed in matching tracksuits and carrying identical backpacks, nine Syrian nationals attempted using counterfeit Romanian identity documents to exit Greece. Airport checks in Lisbon saw a hit in Interpol’s Stolen and Lost Travel Document database, when a passenger tried to use an ID card reported stolen by French authorities in August 2020.
Operation Weka again demonstrated the close links between migrant smuggling and human trafficking, particularly during a global health crisis when the most vulnerable are desperate to escape hardship and the criminal networks seek profit according to Interpol Secretary General Jürgen Stock.
“These victims could not simply walk away from the horrific situations they found themselves in and the suffering they endured.
“Interpol’s work does not stop here. We will continue to help countries untangle sensitive and complex cases which should generate further arrests in the months to come.”
One case involved a 15-year old Congolese girl who fled a forced marriage with the “help: of smugglers. She suffered sexual abuse on the journey before being identified and rescued by authorities in Tunisia, who are investigating whether she was also being sexually exploited.
Participating countries were Algeria, Angola, Benin, Brazil, Cape Verde, Democratic Republic of Congo, Ethiopia, France, Greece, Kenya, Lebanon, Libya, Malawi, Morocco, Portugal, Sao Tome and Principe, Senegal, South Africa, South Sudan, Spain, Sudan, Tunisia, Uganda and Zimbabwe.
Five face federal human smuggling charges after 97 people found in Houston home

HOUSTON - The Department of Justice has filed human smuggling charges against five people in connection with a home in the Houston area that had more than 90 people huddled inside last week.
The investigation started last week after a woman called Houston police about her brother being possibly kidnaped. The investigation led officials to the home on the city’s southwest side.
When SWAT and law enforcement went inside, they found 97 people, mostly men, inside just two of the rooms in the two-story home. Officials say all of them were undocumented and not citizens of the U.S.
The criminal complaint alleges five noncitizens are living in this country illegally, and that they “harbored, concealed and shielded illegal aliens for the purpose of commercial advantage or private financial gain.”
The suspects are citizens of other Central American countries; two are from Honduras, two from Mexico and one from El Salvador. They were all arrested and remain in custody.
Investigators now say the woman who called police initially about her brother had paid several thousand dollars for him to be smuggled into the U.S.
“However, the smugglers had allegedly demanded additional money before they would release her brother. They also threatened to kill him,” according to the release from the Department of Justice.
The investigation by Houston police and federal law enforcement discovered there were deadbolts on the room doors facing out, preventing escape from those inside the rooms.
The suspects face up to ten years in federal prison and a fine up to $250,000 if they are convicted.

MURFREESBORO, Tenn. (WKRN) — A dozen men were booked into the Rutherford County Jail last week following a human trafficking operation in Murfreesboro.
The arrests stemmed from a two-day undercover investigation aimed at addressing human trafficking in Middle Tennessee. Authrorities placed decoy advertisements on websites known to be linked to prostitution and commercial sex cases.
Special Agents with the TBI Human Trafficking Unit, Murfreesboro Police Department, Homeland Security Investigations, Office of the 16th District Attorney General and Tennessee Human Trafficking Task Force came together in this operation.
As a result, the following 12 men were taken into custody:

The Assistant to Pelosi appointee for the House Sergeant at Arms, William Walker, Stefan Bieret was arrested on Wednesday at his home after police discovered an online storage account full of illicit images of children.
According to the press release, the National Center for Missing and Exploited Children was notified of a potentially illicit image being uploaded to a Dropbox account.
