I commute to both places 5-6 times every 3 months or so I speak with recent experience.
I think, for most of us, gauging bad traffic is based on how long it takes to get to where you want to go (time/distance)--the higher the number, the worse the traffic. I really can't speak about SF traffic. I have only been there a few times.
I can only say that I would have killed myself myself or somebody else if I had to deal with São Paulo 's traffic every day. LA traffic sucks. I was known to brave the trip for an occasional Suns game in LA when I was living in San Diego, but you have to be seriously committed. And leave early.
