This story crosses into several topics, but since it was a shooting, I'll put it here. Seems bad.

How do you do an "investigation" to find somebody's pronouns?

That's a good question. Might be why it took their full department all day to figure it out. We live in a clown world.

Conduct interviews with acquaintances? Look at social media and other things she has written? Maybe other things too but that’s what comes to mind.

My point is that this article (likely falsely) gives the implication that they consumed some huge number of governmental resources to determine these pronouns, when probably all they did was look into it a bit to try to make sure they used the right ones. Who cares? Why not just be accepting of trans/queer people and not get outraged at the mention of evil "pronouns"?

I think they were going out of their way to make sure they didn't give the wrong pronouns first, because of the shooter using different names. I think they were being oversensitive to it, and it was their spokesman that said they talked to individuals, did interviews, reviewed documents and previous police reports.
