You don't have to take out the whole conference. Once you get past Harden, Westbrook, Paul, Curry, and Lillard, Bledsoe is arguably the best PG in the West.

You forgot about Mike Conley. West is just absolutely loaded at PG. The whole NBA is actually. Lowry, IT, Wall, Irving, and Kemba are all studs out East. I'd put Bled at the top of tier 3. You got Harden, Westbrook, Curry, and Paul in the top tier. Lowry, Lillard, Wall, IT, and Irving in tier 2.
