That's not how it works.
Be a good way to get penalized whatever draft picks we have left and then probably get Ishbia sent back to Michigan.

The Suns are not allowed to stretch Beal if they waive him outright (full salary), due to “dead money” cap rules. But they can just waive him and not stretch him, which won’t hurt our cap beyond the two years. It may be better than keeping him, if he’s not a good fit or the chemistry is bad.

Well, they wouldn't get penalized for doing it, it just wouldn't take his salary off the cap.
The only way to take any of his salary off the cap without trading him is to arrange a buyout where he gives up money (which is not really to his advantage). The other option, just waiving and stretching his contract doesn't work because they can't go over 15% percentage of their cap being dead money and Beal's salary when combined with players they used the provision on before (EJ Liddell and Nassir Little) would put them over.

I may be petty (and certainly in the minority) but I would make Beal stay and play off the bench to at least do something to earn his money. I am not a fan of eating his money by waiving or stretching and think the chances of a deal emerging to trade him that isn’t putrid increases the closer he gets to the end of his contract. I’m not that confident that we can turn just getting under the second apron into a useful team build in the short term.

If they get under the 2nd apron they'll be able to use the midlevel exception, use trade exceptions, and prevent their future first round pick from being moved to the end of the first round.
I would agree that he'll probably have some trade value next year as an expiring contract, and then they'd have the option of keeping him and letting his salary come off the cap or trading him (with his approval) for assets.
I don't blame Beal for this mess, the Suns knew what his contract and injury history were like. And they should have known that he and Devin Booker were a talent redundancy. They went from the best 4th quarter team in the league with Chrisp Pal to one of the worst, and I think it's because they severely underestimated his contributions. What would you rather have had these last two years? Chris Paul at $41 million or Bradley Beal at $97 million (not to menton the draft picks and swaps involved)?

I 100% thought it was a great deal at the time… felt Paul was washed and Beal would thrive getting out of Washington and be willing to embrace whatever roll we needed of him.

The draft pick is a good point, which I hadn’t considered.

Same. And I still don't think willingness is Beal's real problem. Now I think he just doesn't create meaningful offense. He can score 30 with a pretty low impact on the game.

Vasilije Micic is on the verge of signing an overseas contract with EuroLeague champion Fenerbahçe, per @chemadelucas.
The Suns will decline their team option on Micic to allow him to return overseas.
Micic logged 21 minutes in Phoenix after a mid-season trade from the Hornets.

I'm still good keeping one of them because they're both solid pros, good at what they do and are on good contacts. We just don't need both.

There should be interest in Allen, considering how much emphasis there is on three-pointers now. O'Neale probably won't bring back much in return.
Others who probably won't be back - Tyus Jones, Bol Bol, Cody Martin, Monte Morris and Damion Lee. They probably want to upgrade Mason Plumlee's spot too. Nick Richards seems to be a keeper as a backup and Collin Gillespie, Oso Ighodalo and Ryan Dunn seem pretty safe. Devin Booker seems to be untouchable.
Then you get down to the real questions - Kevin Durant and Bradley Beal.
