It's starting to look like the hangover of the last two seasons will prevent many fans from being very excited about the two lotto picks we bring in this year. I guess it'll take a few years for people to recover.

Hardly a surprise, since these last two seasons have turned the Phoenix Suns into one of the most dysfunctional franchises in the association, and people is losing patience with the people at the helm. From bottom to top you have a number of issues that a chest of draft picks and cap space is not goint to mitigate in the mind of so many.
Fungible players like Bledsoe, Knight, Kieff, etc have been made the main pieces, without deserving it since they are fundamentally flawed and it puts a cap on the team's ceiling, while providing a dumb and ugly brand of basketball.
Drafting kids only does so much because they are not getting the typical rebuilding treatment, it is, playing time by default and plenty of room to make mistakes, since they have to fight the aforementioned vets.
Hearing quotes that smell like selfishness (Knight) or uncalled for stubborness (McD, Watson on the guard rotation) only adds fuel to the fire.
The fact that the '16 draft is supposed to be weak doesn't help improving fandom morale.
The GM is defensible in terms of asset management but has missed big time on some areas, especially miscalculating egos, chemistry and intangibles. His general strategy of cap hold+cap space has not resulted into a better product and he has taken two shots at it already. People don't like wasting whole seasons because of said miscalculations. And it sounds like he will try another time.
Then there is the always looming problem of the owner, who either is still meddling, mandating instant gratification or generally making decisions that spell distrust to fans that have been fooled too many times before. People get wary of things like the prospect of keeping Earl Watson, because they think they main reason is it is cheap, instead of opening the wallet for a proven, top notch HC. Assuming one wanted to come here, of course.

I think most people who follow the team will admit that we have a history under Sarver of making bad decision when it comes to the FO (GMs, VPs on the Bball Ops side, coaches, etc.). Those bad decisions led to bad player decisions. It is unwise to think that repeating the same method will lead to a different outcome.
I won't rehash the trades under the current regime, but look at the draft. We largely give McD points for his drafts, but they aren't anything special.
2013: He took the first center in the draft, and there is an argument to be made that 7 out of the 8 next Cs are all better than Len, or at least as good as he is. I am not one for giving up on Len, but there were certainly better players on the board at that position, some much better.
2014: Taking TJ at 14 seems good... then Ennis at 18. WTF.
2015: Still really early, but I don't think you can find anything wrong with Booker at 13 (despite it being a consensus pick).
And we haven't been that great in the 4-7 range. The only players we have grabbed there over the past 20 years--Loul Deng (woops) & Len. In the 12-14 range: Booker, Keef, TJ, Kendall Marshal, & Earl Clark.
Sure, maybe we can get really, really lucky and select a Booker level player at 12-14, or maybe we get Earl Clark. You can keep saying "lotto" pick all you want, but I don't hear a lot of teams saying they would be willing to give up some of their current talent for another #13 pick in this year's draft.
