This is a league where you are paid for potential, and his ceiling is pretty high.
And Sarver's main problem is that he sees himself as a Jerry Colangelo type of owner but Colangelo has a lifetime of experience as a player, coach and basketball executive that Sarver doesn't.
His involvement in personnel decisions isn't any sort of plus.

Sarver is not going to lose all of his players, so he will definitely give Booker the supermax if he's eligible for it. And that may scare him enough next summer to where he lets Ayton walk. We often say he’ll get it somewhere, but we can still offer significantly more than anyone else. I believe 4/128 is the largest deal he can sign with another team next year. We can still do 5/172 and that’s assuming he doesn’t make all-nba.

Yeah it would probably be a S&T, but still we probably wouldn't get much in return (another Boris Diaw like in the JJ trade if we get extremely lucky) and we lose Ayton. But he's not getting the 172 max if we are only matching an RFA offer sheet. Correct, I think it’d be like 4/128 if we are matching an offer sheet. So we can still give him a lot more. Hayward played out the 4 years of his contract and left in free agency.
