I’m fairly certain the HOF has different categories. You can get votes for playing, or for coaching, or for being an executive, but you don’t get votes for each category counted as a whole. I remember an article years ago explaining why Rudy Tomjanvic not getting in because he was pretty good to great both as a player and a coach but not transcendent in either category.
I also think West may have gotten in twice as an executive and a player but I am not certain of this.

West is in as a player, as a member of the 1960 Olympic team and as an executive. All of the Dream Team (except Christian Laetner) are in the Hall as a member of the 1992 Olympic Team and as individuals. John Wooden, Bill Sharman, Lenny Wilkens, Bill Russell and Tom Heinsohn are in as both players and coaches. Sharman should probably also be in as an executive as he assembled the early building blocks of the Lakers dynasty (Coaches Paul Westhead and Pat Riley, and players Magic Johnson, Norm Nixon, Jamaal Wilkes, Kurt Rambis, Cooper, etc.)
